Ben Greear ece50df916 jfrog: Support downloading images from other URLs.

This lets us do private builds, upload to some web server (candelatech.com currently)
and then run the automated LANforge CICD tests against that.

This repository will hold TIP WiFi specific scripts and glue logic. It will utilize the scripts in wlan-lanforge-scripts and possibly other Cloud-SDK libraries in the future.
