(#127 ) Setup Routing using Dashboard Schematic

This patch sets up basic routing and a 404 not found page. The Home and Clusters page are generated from the [dashboard schematic][1] ng generate @angular/material:dashboard home ng generate @angular/material:dashboard cluster-list ng g c error-not-found [1]: https://material.angular.io/guide/schematics#dashboard-schematic
