Apparently, one does not simply remove power from the trackpad and restore it at will; the kernel needs to be involved and decide if the device needs to be fully reinitialized, or if it was supposed to keep some state. Therefore, let's not touch it except from startup and shutdown and let the higher parts of the stack make the necessary decisions. BUG=chrome-os-partner:60478 BRANCH=gru TEST=Boot in tablet mode and verify trackpad still works. TEST=Go from clamshell to tablet mode and verify trackpad still works in both modes.
