There are some useful UART bitbang commands, statistics, and logs and such. These shouldn't be enabled by default, and this commit makes it so. BUG=b:35648297 BRANCH=cr50 TEST=Build an image that enables UART bit banging with BITBANG_DEBUG set to 0. Verify that the associated debug commands and statistics are not present.
