Hsu Henry 349aaa43da Cyan: add battery cutoff command 
The battery of cyan only support specific shipmode command.

BUG=chrome-os-partner:40464
BRANCH=cyan
TEST=verify that "ectool batterycutoff" and "ectool batterycutoff
at-shutdown" are workable.
