Fix bug in which output was disabled on down voltage transitions. This also changes the behavior of the OVP protection. On down-step transitions, the OVP threshold is not lowered for a specified amount of time after the transition to allow the output to dissipate down to the new voltage. This will still catch a problem if the voltage goes up instead of down, but avoid OVPing immediately on a normal down transition.
