Alec Berg 964534b91e pd: change battery and variable sink cap for voltage inaccuracy 
Change battery and variable sink capabilities for all boards
to account for +/-5% voltage inaccuracy.

BUG=none
BRANCH=none
TEST=test glados with third party variable power supply and make
sure it see's our sink capabilities as 4.75V-21V.
