532a4d5b53 Add optional build packages for each platform. 
The build package contains collateral needed to support the platform but need not be installed in the runtime.
The first use of this package is to export powerpc device trees for each platform (instead of integrating with a particular kernel package).

61f9268995 Allow optional files in package declarations. 
Files listed in the new 'optional-files' key will be included if present

afbfb5d1f2 Purge any existing firmware packages before requesting upgrade.

71589bee68 This functionality was previously provided by an AS7716-specific patch. 
The changes are now controlled by module parameters and those modules parameters can be
specified by the platform when necessary.
