bb84a17805 Add 'make docker' target. 
The 'make docker' target will verify that docker is installed and run the builder in update and isolation mode.

e862ca59a2 New ONLPD tool. 
- This will evenutally become the standalone platform manager.
- It currently is just a version of the onlpdump tool that is linked to the ONLP shared library. It works (and can be used to test) all platforms.

bc825111ff The default ONLP platform template now assumes the following: 
- The PLATFORM variable is set to the base platform name, without revision.
- The platform is assumed to be -r0
- The ONLP shared library is assumed to be <baseplatform>.so.

These are the most common usages for all platforms.
