Wei-Han Chen cbccb79691 touchpad_st: Power off when USB is suspended without wake ...

When USB is suspended and disable remote wakeup (SUS0), we can stop
touchpad scanning to save some power.

This CL also stops sending empty touchpad HID events when there is no
finger events nor button events.
