Dino Li 7b96b2784d it83xx: clock: support e-flash clock up to 48MHz ...

Default setting of embedded flash's clock is 24 or 32 MHz
and PLL is 48 or 96 MHz correspondingly.
And it8320 supports e-flash clock up to 48 MHz,so we add
a new config option to support it.
