This change is for Scarlet rev1.

TEST=
1) build Scarlet with 'CHIPSET_POWER_SEQ_VERSION == 2' successfully
2) build Kevin (CHIPSET_POWER_SEQ_VERSION == 0),
   and verify Kevin still boots
