Our system timer uses capture compare mode, so the TIM1_CC interrupt
should be used.

TEST=Set TIM_CLOCK_LSB to 1 on snoball (TIM1), verify that timer
interrupts function, HOOK_SECOND hooks are called and watchdog doesn't
fire.
